Lillie News 7/31  Board incumbent Tom Ring is an Assistant Ramsey County Attorney assigned to the Civil Division where he works on civil rights and employment litigation issues. He and his wife, Gisel Crowe-Ring, have two children, Treasa, 16, and Joe, 10, who both attend Roseville schools.

Of his decision to seek another term, Ring wrote, “I feel I am not done being a contributing member of the board where my personal and leadership interests focus on policy-level, strategic oversight; best practices; and having the district serve the common good.”

Through the years, Ring has been pleased with the district’s strong academic reputation and it’s ability to drawn in the community to create a “community of learners.”

Ring wrote issues with the state’s budget have been a source of disappointment. He noted state funding has not kept up with inflation for several straight years.

As far as future goals are concerned, Ring wrote he wants student achievement to remain “the overriding goal.”

He added, “Another goal, as always, is prudent financial management and oversight to be good stewards of the community’s resources that are entrusted to the board.”

Ring also noted following through on various recommendations of the Educational Policy Advisory Committee is another goal. 
   
MVC Questions 8/3  1. What is your reason/purpose for wanting to serve on the Roseville School Board?

I am completing my first term on the board. As would be expected, there is quite a learning curve for any new board member regardless of how involved a person has been with the district before joining the board. I am now at a point where I am well acquainted and knowledgeable about the organization, administration, needs and priorities of the district. I hope to use that experience for the good of not only our students but also the families and communities that send their children in trust to district schools each day.

Notwithstanding some of what I have seen in my tenure on the board, I also feel strongly that the board needs to concentrate on setting policy and direction with the interests of each child and all the children of the district in mind. In this regard, I have intentionally sought to include all stakeholders in decisions affecting the Roseville learning community, and have found myself thinking of and sometimes advocating for those who seem to have had no other voice or participation in district decisions. It is an aspect of board service I am proud to highlight. In very real terms, the Board constantly needs to keep in mind that we really are “all in this together” – such is the promise and challenge of public education.

2. What expertise do you have to offer in serving on the board?

Please see my answer above. Unlike any of the other eleven candidates, I have four years board service to date. I believe nearly all district staff with whom I have dealt would describe me as appropriately focused on policy-level leadership processes and decisions that challenge and that seek improvement and innovation where appropriate. I do not believe the experience factor can be overemphasized: if I do not retain my seat, five-sixths of the Roseville Board will have two years or less experience as of this coming January. That would only further and widen the experience and leadership void beyond the anticipated loss of my colleagues, Drs. Warner and McCloon, whose service and experience will be missed.

Beyond experience on the Roseville board, I also have served as a board member and officer of the East Metro Integration District (EMID) for four years. EMID is a joint-powers district established to work towards voluntary integration of racially-isolated school districts. I have also served as Roseville’s representative to the Ramsey County League of Local Governments during my term, and have served as the board liaison to various groups and constituencies throughout the district.

Beyond experience, I believe I also have some relative expertise in the following areas:

§ policy development, implementation, review and analysis;

§ ethical practices;

§ critical reasoning and legal analysis;

§ conflict resolution;

§ human resources and diversity practices;

§ personal safety and security practices; and

§ organizational theory and change management.

3. What is your vision for Roseville schools?

The Roseville Area School District is an E-12 and beyond public educational system displaying excellence such that each child has the opportunity to achieve to the limits of her or his potential in a safe, supportive environment where challenge and change are viewed as opportunity and promise. It is a system continuously improving, oriented toward the common good, and operating throughout on principles of community and equity. It realizes that quality schools underpin vital communities, and conducts itself accordingly.

4. What do you hope to achieve while serving on the school board?

I hope to have a large part in seeing the district achieve the vision I described above, realizing, of course, that any vision statement is ultimately something to which we continually aspire and work towards. In more concrete terms, I hope to lead in furthering board efforts on these, among other things:

§ keeping student achievement the overriding goal of the district;

§ maintaining a board orientation towards vision, policy and process such that the Board leads rather than manages day-to-day district affairs;

§ continuing to embrace our increasing diversity;

§ supporting and challenging the professional education community;

§ making district finances and related management decisions even more transparent;

§ increasing rigor such that each student and all students are better for it;

§ improving and expanding district planning processes, particularly with respect to:
o personnel recruitment, development, and retention, and
o facilities/property use and management; and

§ ensuring regular periodic safety and security audits.

She has three children, Lauren Uhl, 17, Riley Uhl, 16, and Jake Uhl, 11, who have attended Roseville schools since kindergarten.

Edstrom wrote she put herself on the ballot because she believes schools need all the support parents, teachers, administrators and community members can provide. She also noted the district is becoming more diverse and will need policies to embrace that diversity.

Edstrom also noted she’s followed the district for a number of years.

“For the most part the Roseville School District does an excellent job educating our children and attracting students and faculty. I know from talking with teachers and students that the job is getting more challenging each year. More support across sectors is needed to ensure that all students attending Roseville Schools are physically and emotionally healthy, feel safe at school and at home, and are engaged in learning, where ever they may be in that journey.”

Edstrom wrote she thinks her personal and professional skills will be an asset to the board.

“Personally, my experiences as a parent, youth soccer coach, confirmation guide, swimming instructor and youth camping administrator have given me an appreciation for a variety of children and their diverse learning styles.

Why am I running? I believe that our kids and families as well as our schools and teachers deserve strong, thoughtful and well informed advocates. Parents, teachers, administrators and community members need to work together and be engaged in the education of our youth. Our school district is changing in diversity and in needs. We have good parent involvement in some areas, but we need to engage more parents and more community members. These changes require strong policies as well as a strong and diverse curriculum that is based on good data and an inclusive process.
We also need to continue to grow the work that has begun in our district for performance based compensation for teachers. Using a performance based model requires that we also ensure appropriate opportunity and support for professional development and meaningful evaluation.
My experience: Career and education: Currently I am a contract consultant I own my own practice, Portfolio Health Management. My practice focuses on planning and development, performance measurement and policy for community health organizations and senior health services. Prior to this I served in a variety of leadership positions in not for profit organizations in the Twin Cities area. I have a B.A. in Psychology from the University of Minnesota, and a Masters in Business Administration from the University of St. Thomas. I was a 2005/2006 Policy Fellow at the University of Minnesota Humphrey Institute, under the leadership of former congressmen, Vin Weber and Tim Penny.

During the "Imagine Roseville 2025" public sessions and in talking with fellow parents and school teachers, I heard many good ideas about how to make our schools better and realized how many untapped ideas and resources we have in our communities. Lillie News 7/31  Shari Dion has a degree in child psychology and is currently a full-time homemaker. She and her husband Mark have two children Ben, 13, and Ann, 10, who are enrolled in Roseville schools.

Dion explained her passion for quality education for all children is one of the factors that led her to file for the school board race.

During her time in the community, Dion wrote she’s kept up with district issues.

“We moved to Roseville 17 years ago primarily because of its reputation for high quality education. I have kept up with what has been happening in our district during the past few years by volunteering every week in our schools, participating in meetings, forums and listening sessions, doing lots of related reading and researching, and following happenings at the legislative level,” she wrote.

She also sees challenges for the district.

“The challenges that District 623 experiences are not unusual for school districts this size during these times of tighter budgets, unfunded mandates, gaps in achievement, and imposed testing,” she wrote.

As far as the skills she’d bring to the board, Dion wrote, “I will look deep, think big, ask tough questions and listen to new ideas and different perspectives. I am mission driven and solution oriented.”

As far as goals, she wrote, “As we prepare each student for his or her future in our changing world, we must also be preparing our schools for the future. I will engage our staff and citizens in meaningful ways as we address the problems and possibilities of both today and tomorrow.”

 
MVC Questionnaire  1. What is your reason/purpose for wanting to serve on the Roseville School Board?

I am eager to serve our district as a board member, because I believe that every single student in our district deserves an opportunity to achieve their potential. I understand that actions and decisions at the board level truly do impact our children in the classroom, and I am motivated to do the work necessary to provide quality education to each child in our district. In addition, I believe that our district leaders must always be laying the groundwork for future developments in our schools while we are addressing the challenges of today.


2. What expertise do you have to offer in serving on the board?

* I bring a wealth of knowledge about our youth from my education that led to my B.S. in Child Psychology and from much direct work with children of various ages. I have teaching and assistant teaching experience with children of the early childhood ages. For the past seven years, I have volunteered weekly in our schools, working with students of all ages in the elementary years and in several subject areas. Naturally, my role as a mother has also added to my knowledge of youth. My children are currently 10 and 13 years old and enrolled in Roseville Area Schools.

* I bring knowledge regarding curriculum and assessment issues from my experiences on our District's Curriculum Advisory Committee, the Math Review Team, and the Writing Review Team.

* I have training and experience in conflict resolution, gained through my position as Manager of Arbitration Services at the Minnesota Better Business Bureau.

* I have actively pursued opportunities to become knowledgeable regarding education issues at the legislative level, including testing and funding issues.

* I have attended workshops and forums related to education and diversity, including topics on our achievement gaps.

* I have been researching the "school choice" trend for some time, including visiting metro area charter schools.


3. What is your vision for Roseville schools?

My vision is that, working together, we will make our district mission of "quality education for all" a reality, and our district achievement gaps will disappear. In addition, I believe that our schools will be evolving in ways not yet completely understood over the next few years, and my vision for our schools is that District 623 will be prepared to be at the forefront of the very best of these developments.


4. What do you hope to achieve while serving on the school board?

I hope to make great strides toward the vision I have described above. In particular, I plan to invite more ongoing and explicit engagement of our parents, community members, and teaching professionals in district and school improvement efforts, to provide more support for teachers as they try to individualize instruction as much as possible for our students, and to explore alternative teaching and learning options.

I appreciated the opportunity to speak with your MVC colleagues Monday evening. I always enjoy an education related discussion and was happy to hear that additional contact was encouraged.

The interview question concerning the teacher who was not using the intended curriculum was very interesting and required several layers of attention. Curriculum is, of course, very important and includes so much more than the material resources that teachers work from. I hope that I was able to clarify my position that school board members do have a responsibility for what is taught in classrooms and ultimately for the student achievement that should result from all of the work within the district. As leaders elected to represent the entire community, it should matter to board members when parents are upset and when teachers are inclined to deviate from an intended curriculum. These happenings suggest that something is not quite right, and it is important that leaders at all levels respond appropriately. To me, this includes the school board allowing staff leaders the first opportunities to address the situation. If a satisfactory resolution is not reached, the board should work within established structures and policies to bring all voices to the table and assist in solving the problem. In my opinion, the board should absolutely not turn the other way when problems arise nor should they jump in and take over at the first sign of trouble. The board can and should provide a bridge between the community and the staff of our district in a way that respects all individuals.

I admire what you are trying to do for Maplewood and am grateful that you have included the work of District 623 in your efforts. Thank you.

Lillie News 7/31  Todd Anderson is currently a Sales and Marketing Associate for AEI Exchange Services, Inc. in downtown St. Paul.
He and his wife Holly have two children, Marin, 4, and Cleary, who will be two Aug. 9.

Anderson wrote he filed for the board for two reasons.

“One is that my daughter will be entering Brimhall Elementary in the fall of 2008, and I want to be on the board when we are discussing her future and the future of all of her friends.”

He added he’s also concerned about the “leadership and experience void” that will occur when McLoon and Warner, who did not file for re-election, leave the board.

“Because of my past and present experience within the school district, I’ll be able to hit the ground running,” Anderson wrote.

He also noted he’s keep a close eye on the district.

“I ran for school board four years ago, and though I was unsuccessful, I have certainly kept up with the district. I’ve been to numerous school board meetings the past four years, volunteered for our levy referendum campaign last year, and presently serve on a school board advisory committee,” Anderson wrote.

As for the skills he’d bring to the board, Anderson wrote, “I’ll bring good leadership skills to the table, plus an ability to work with others to solve problems. I can also disagree with someone over an issue or problem, and at the same time not jump down their throat. I’ll bring a strong work ethic and sense of responsibility, which is important.”

He also listed supporting programs that help students achieve, increasing parental and community involvement, helping the district maintain strong fiscal management and working closely with area legislators as goals he’d pursue of elected.

I do not currently have a campaign website for the upcoming primary
election. I might consider creating one if I make it through the primary

Now to my responses:

1. I've been focusing on two major reasons/points for running for Roseville
Area School Board. One is that I am concerned with the leadership and
experience void that will inevitably occur once Linda McLoon and Cecilia
Warner step down. I realize that we have an incumbent running, and while
that's certainly important, we are losing a combined 16 years worth of board
experience. Because of my past and present school district experiences, I
feel like I will be able to hit the ground running. I ran for school board
four years ago, and even though I wasn't successful, my dedication to
education and student achievement has remained constant. I have lost track
of how many school board meetings that I have attended over the past four
years, and I've developed a good working relationship with some of our
school district staff and administrators because of my experiences. I was
one of the tri-chairs of our 2006 Commitment to Community campaign last
fall. It was a very successful levy referendum campaign, and I greatly
enjoyed working with everyone within our school district community. I also
presently serve on a school district advisory committee - the Legislative
Action Committee. We are trying to get more parents involved in the
legislative process and how it affects the education of our kids and
students.

My second major reason for running is that I am a parent, and I will have a
child entering the school district within a year. My four year old girl
will be entering Brimhall Elementary in the fall of 2008, and I want to be
on the board as we are discussing her future and the future of ALL her
friends.

2. I bring an expertise of knowing how to work with others. I bring an
expertise of knowing just how important education is to all our learners. I
grew up in Northfield, MN which is home to Carleton and St. Olaf Colleges.
I grew up in a very enlightened, progressive community, where education was
a constant focus. My dad used to be a high school science teacher, and my
mother at one point was a Title I elementary teacher. Education has always
been very important to me; I really consider it society's backbone. My
expertise will be that if I am elected, I will take my role and
responsibility as a school board member very seriously.

3. My vision for Roseville schools is that it continues to thrive with new
and innovative programs, such as the new Alternative High School at
Fairview, and with ever increasing diverse parental and community
involvement.

4. I have three major hopes/themes in my campaign:
-I hope that we can continue to support programs and innovations that help
students achieve, such as the aforementioned high school at Fairview. I am
going to be very protective of such programs.
-I hope to increase already strong parental involvement, and to also better
the lines of communication between parents and the school board.
-Finally, I hope to help the school district maintain its strong record of
fiscal management and thoughtful budgeting. This school district runs a
tight, financial ship and should be commended for the excellent programs

Lillie News 7/31  Georgiana May is an associate professor of biology at the University of Minnesota. She and her husband, Robert Haight, have two children, Marjorie, 20, who attended and Max, 14, who attends, Roseville schools.

May chose to mount a campaign for several reasons.

“Specifically, I would work to help maintain and improve the educational system that has served our children, ourselves, and our community well. I have lived in several different areas of the country, and know that a good public education system is essential to the social and economic health of a community,” May wrote.

Before deciding to run, May followed the district closely.

“Many changes in our school district reflect changes in the larger community, state and nation. The increased diversity of our citizens and along with that, diversity in the teachers, administrators and students at our schools is a positive change that allows all of us a much broader education and perspective,” she wrote.

May also thinks she has valuable skills to bring to the board.

“I am a creative problem solver, know that there is often more than one way to think about and resolve an issue, and I can help develop workable plans within budget constraints. I am a teacher and understand the tremendous effort it takes to teach well and to help students with diverse backgrounds and abilities to learn,” May wrote.

As far as goals if elected, May pointed to excellence in education and safety in schools.

Lillie News 7/31  Former Roseville Mayor John Kysylyczyn currently owns a political consulting business and is a full-time stay-at-home parent to two children, Sara, 4, and Michael, 1. He’s married to Teri.

Kysylyczyn noted he entered the race to highlight two specific issues, first the board’s “conscious decision to take money away from children’s educations in order to fund needless elections in the odd-year election cycle. The board has the option of moving election to the even-year, where the state pays most of the costs, but chooses not to.”

He added, “Second, we wish to highlight the school board’s conscious decision to hold elections at times where turnout is expected to be almost non-existent. Because they choose to hold board and levy referendum elections in the off-year cycle, this means that they will be the only item on the ballot in parts of the school district which represents the overwhelming majority of the students. This low turnout creates an undemocratic system.”

Kysylyczyn has lived in the school district for 21 years and is a 1990 graduate of Roseville Area High School.

He also reiterated his stance that if elected, he will not serve. His business and parenting duties are extremely time-consuming, he explained.

“I paid the filing fee only to highlight these specific issues,” Kysylyczyn wrote in his questionnaire. “It is my intention to endorse candidates who share my same concerns about how this school board takes money from our childrens’ education in order to pay for what are essentially needless extra special elections that few participate in.”
